Licence shopping after the MoU: MGA paper, UKGC reach, Anjouan silence

What the memorandum is for

The Malta Gaming Authority and the UK Gambling Commission put their working relationship on a memorandum this year. Charles Mizzi called it a move from informal cooperation to a frame that should make processes more effective. Andrew Rhodes named illegal gambling, AML, sports integrity and shadowing between staffs. It is not a merger of licences. A Maltese B2C is not a British one. It is a shorter path for a file that says: this MGA name is on a British-facing unlicensed URL. After Evolution, that path has a precedent with a price.

Shadowing is the underrated line. If British staff sit with Maltese staff, the next “we did not know the sub-licensee was in GB” conversation gets shorter. Operators who treated Malta as a flag of convenience with a London marketing office should assume the two rooms now share a vocabulary, even if they do not share a statute.

Three papers, three promises

A UKGC licence is a promise about the British public and a fine schedule you have now seen applied to a studio. An MGA licence is a promise about a Maltese process and, after the MoU, a higher chance that a British complaint becomes a Maltese letter. An Anjouan licence — Duel’s own paper is ALSI-202411026-FI1, Immortal Snail LLC — is a permission to operate. It is not an independent adjudicator and it is not a British or Maltese complaints desk. Anyone who writes “licensed” as if those three sentences were synonyms is writing advertising.

Curaçao, after this month’s crypto addendum, is a fourth sentence: a B2C that may take coins but may not be your exchange, with a June 2027 technical cliff. Mixing CGA, MGA, UKGC and Anjouan into one badge cloud is how 2022 affiliate copy still gets published in 2026.

The MoU will not move Anjouan. It will make MGA names with British leakage more expensive. If you hold those names, budget for a letter. If you hold Anjouan names, budget for the sentence you will have to keep writing: licensed, elsewhere, with the consequences that word does not carry.
